Business:
1. Open Issues: Becky said she needs to again call Carl Reynolds (Facilities) about funding the installation of emergency lights in all of the laboratories at HRC. The lights cost $150-$250 each depending on whether they are attached to an exit light or not and so would total approximately $4000 for the building.
2. Automatic External Defibrillators: The AEDs have been here on campus since last fall and EH&S is currently deciding how to administer and control them. HRC is supposed to get one of the AEDs, but it has taken Dr. Tirri a long time to set up the training and administration program which involves getting get a physician to evaluate the program. The AEDs UNLV received are compatible with the local emergency services’ equipment and cost approximately $3500 apiece.
3. Routine mandatory training: The July/August/September quarterly training schedule has been received and posted on the safety committee website at http://hrcweb.nevada.edu/Safety/.
4. Electric Cart Policy: This policy was approved by UNLV administration and has been posted on the safety committee website. It is very brief and calls for EH&S to train drivers and issue permits to use electric carts. EH&S is establishing a training and control program for electric cart use. It will probably involve classroom training as well as behind-the-wheel testing for anyone planning to use an electric cart. A permit in the form of a card (that will have an expiration date) will probably be issued to electric cart users.
Recently an HRC cart was damaged and nobody has claimed responsibility. Just a reminder that until EH&S has established its program, each student’s supervisor is responsible to verify that student drivers are licensed to drive and that they specifically know how to control the golf cart pedals and forward/reverse mechanisms. In the case of a non-supervisor directing a student to use an HRC cart, that person assumes the responsibility for assuring that the student can control the cart.
The issue of the carts blocking the egress from MSM-146 was resolved when the procedure for weekend storage was modified to have one cart parked across from the photocopy room door next to the recycle area.
New Business:
1. New Member: Jeanette Daniels was appointed as a new member of the committee with no objections from the current members.
2. Laboratory Access: Gary Cerefice announced that MSM-105, 271, & 172 will have construction initiated within the next 3 months, some sooner than others. His group will coordinate the work in 105 to impact Microbiology as little as possible.
3. Homeland Security: Chris Sheldrick (ES&H) is coming to every room on campus and measuring the radiation background. It takes him just a moment and is a non-invasive process.
4. Roofing Vapors & Vendor Facilities Coordination: Recently, a roofing company used an adhesive over the top of fourth floor that contained volatile solvents which permeated into that floor and also the third floor. The floors had to be evacuated for a day. Unfortunately there was no warning that the vapors would actually come into the building and so this was an inconvenience to many people. Apparently EH&S was not contacted by the vendor in the proper order of this process and a certain amount of confusion was involved. Jeanette may be assigned a role in the near future in which she serves as point of contact for HRC facilities work and also the vendor services. There has been miscommunication in these areas for some time and it is hoped that having one contact may prevent the confusion and costs that result. Patricia reminded Becky that Microbiology has a small number of respirators that can be used in an emergency. However, users must be respirator fit-tested by EH&S prior to use of respirators.
5. Emergency Response Plan: The committee is considering preparing an emergency response plan to handle fires, and other emergencies. After the recent fire drill we had questions as to what is the proper procedure. Becky is sending us a copy of the newly approved plan for the library that we can use as a template.
6. Archeology Field Incident: Recently a group of field personnel were lost on foot. They were in a spot where their cell phones would not work. They made it back to their truck and back to campus 9 hours late, but in good condition. No emergency personnel were dispatched. To prevent repetition of the incident more global positioning systems are being purchased and the group discussed strategies to enhance cell phone operation.
7. Scheduling of Next Meeting: The next meeting will be no later than the end of August 2003 unless requested to be sooner.
