Old Business:

1.                Open Issues:  The safety lights discussed at the last several meetings were not installed.  It was verified by the UNLV electrician that indeed there are no safety lights in HRC labs.  A recommendation was sent by Ed Gannon to Larry Tirri and Tom Hagge to determine a funding source to pay for installation of the lights.  Becky Delacruz said she will keep track of the progress of this request.  Amy will stay in contact with Becky.

2.                CPR training for HRC personnel may be obtained in one of two ways.   Someone could coordinate the class set up with Pep Hazlett at a cost of $10 per person, but there is a minimum number of people required to set that up.  Pep is checking on that minimum.  In addition, HRC could piggyback onto the CPR training that Student Health gets every 3 years.   Pep will check when that comes due and let us know.

It was also discussed that UNLV does not require a minimum number of people in any given group or division to be CPR-certified.  However, it is recommended that 1 or 2 people per field group be CPR-certified.

3.                Routine mandatory training:  The committee asked if Pep could schedule more frequent chemical hygiene training and she said that the course is customized by the trainer for each group trained and that there are no plans to add it to the quarterly training schedule. Chemical hygiene training must be requested by each group/division as needed.  Gary Cerefice suggested that a very convenient way of obtaining this training is for the various groups to set up training at their staff meetings.  That eliminates the need to check personal schedules.   Patricia Cruz also suggested that the committee make it a policy that when any one group sets up a training session, that all of HRC be invited.  Anyone working in a laboratory should have Chemical Hygiene training and it satisfies the Right-to-Know training requirement.

The training that is provided at New Employee Orientation does not satisfy the Chemical Hygiene requirement.

4.                Radiation Safety training:  The issue was raised as to the radiation safety group’s training records and training notifications.  Records are being maintained by several people and when a rad training class is set up, rad safety does not notify supervisors the names of employees that are due for the yearly training.   Pep said that EH&S is not notified when new employees are hired and when old terminate and so they don’t specify which employees are to attend.  She has a complete database of who has attended training and anyone can contact her to find out if they have had the training and when their yearly radiation training is due.  Gary mentioned also that training records are in each rad user’s laboratory binder.

Anyone who enters a radiation laboratory must have radiation training.

5.                                    Safety Committee Membership:  Garth Spellman has joined the committee as a representative of Ornithology.

6.                                    Field Communication:  Susan Murphy was not able to attend today’s meeting but forwarded that Archeology’s cell phones are working out very well.  Thankfully, the phones have not been needed for an emergency yet, but have served to make the fieldwork more efficient.

7.                                    UNLV Band Practice Safety:  Kate Hahn spoke to the student driver of the UNLV Marching Band truck and requested that the band’s truck be parked west of the parking barrier, south of the chemistry lab rather than in the parking lot to allow for the entry of emergency vehicles and safe use of the parking lot.  Since that time the band’s truck driver has been complying with this request.

8.                                    Homeland Security:  It will take approximately a year to complete the campus audit.  At that time, a plan will be formed as to what changes need to be made to the campus to comply with security needs.

Becky will send us a form to report plant pathogens that we have on hand.

New Business:

1.                                    Staff Changes at EH&S:  Ben Fausett is the new interim material safety data sheet (MSDS) technician.

2.                                    Dr. Baepler requested that the safety committee look into purchasing and managing a defibrillator for HRC.  Becky recommended that we purchase the same type that Public Safety has purchased.  This particular unit can be integrated with the unit that the paramedics will use upon arrival at an emergency scene eliminating wasted time changing from one defibrillator to another.  However Becky and Pep also mentioned that in January the State safety personnel are meeting and will be allotting funds to UNLV to purchase 20-26 of the devices to be stationed across campus.  Becky is fairly certain that HRC will be getting one of these.

3.                                    The HRC QA department student, Aishia Henderson, has set up the HRC Safety web page.   The page already has some materials on it for use.  These include the electric cart map, safety policies, safety committee meeting minutes, links to the EH&S web page and other resources.  The web page is under construction on an ongoing basis.  Suggestions for additions and improvements have been received from Safety Committee members and are always welcome.  You may send those to me.  To get to the page, go to the HRC page and then enter “safety” after the /, or enter http://hrcweb.nevada.edu/safety/.  Safety e-mail bulletins will not cease.

4.                                    Scheduling of Next Meeting:  The next meeting will be no later than the end of February 2003.
